This range is not the exact amount at which glyphs can improve a stat, but the maximum amount by which it is able to do so. The actual value of the glyph is determined by the tier and the quality of the item you are in awe of it.
Most upgrade components slotted into items can't be replaced or salvaged without removing the gear in question, except for legendary equipment and upgrades. If, however, you have an unusable rune or glyph that has not yet been incorporated into your gear, you can move it to another piece of equipment by utilizing the Upgrade Glyphs context menu within the Glyphs panel. This will create a new Glyph Set with the selected glyph.

You can remove a glyph by using the Black Lion Salvage Kit, or an Ascended Salvage tool. This will destroy the item within which it is placed but you will be able to salvage the upgraded item by using the glyph and its shards therefore it should not be considered a loss.
